Iowa Lakes Board of Trustees Highlights Educational Counseling at October Meeting
The Iowa Lakes Community College Board of Trustees met Tuesday afternoon with discussion centered on student well-being, educational counseling, and community partnerships that continue to expand opportunities for students across the region.
Vice President of Student Services Troy Larson introduced educational counselors Jacque Carstens, Jody Condon, and Shante Whalen, who play a vital role in supporting students as they navigate both academic and personal challenges. Condon serves students on the Estherville Campus, Whalen on the Emmetsburg Campus, and Carstens on the Spencer Campus.
Educational Counselors assist students in pursuit of their educational goals, whether that means improving academic performance, managing time, or adjusting to college life. They also help students address personal concerns such as roommate challenges, stress management, decision-making, and building resiliency skills.
“Our goal as counselors is to meet students where they are,” said Condon. “We build relationships that help students feel supported, understood, and encouraged to find their path forward, whether that’s in the classroom, at home, or in life after college.”
The counselors are licensed professionals who provide short-term assistance and guidance in a safe, confidential, and supportive environment. Services include academic planning, test-taking strategies, stress management, and referrals for tutoring or additional support when needed.
“We want students to know they’re not alone,” said Carstens. “Whether they need help with academics, adjusting to college life, or just someone to listen, we’re here to support them every step of the way.”
For students who may be struggling with more complex personal or emotional concerns, the counselors collaborate with local and regional partners to ensure continued access to care.
Since 2021, Iowa Lakes has partnered with Synergy Therapy to offer free telehealth counseling for students, and this fall expanded access through a new partnership with Seasons Center for Behavioral Health, which provides in-person therapy.
“These partnerships ensure that every student has access to quality mental health care,” said Whalen. “Having both telehealth and in-person options removes barriers and allows us to support students in a way that truly fits their needs.”
Condon noted that student experience surveys and updated accommodation processes continue to guide program improvements and outreach strategies, helping Iowa Lakes foster a welcoming and inclusive learning environment for all students. Vice President of Administration Robert Leifeld was granted approval on several action items, including a proposed 28E Sharing Agreement with the Estherville, Iowa Airport Commission, supporting continued growth within the college’s Aviation and Airport Management program. The agreement is anticipated to begin January 1, 2026.
Leifeld also presented two Palo Alto County Gaming Development Corporation (PACGDC) grant proposals, including a mini grant for new strength training equipment for the Smith Wellness Center in Emmetsburg and a full grant to replace HVAC units serving the shared library between Iowa Lakes and the City of Emmetsburg.
“The Smith Wellness Center has served our campus and community since 1997, and these updates will ensure it remains a vital shared space for health and recreation,” Leifeld said.
Vice President of Academic Affairs Kyle Norris received board approval for the Western Iowa Regents Resource Center Shared Services Agreement.
“The agreement between the Iowa Board of Regents and Iowa Lakes Community College expands educational opportunities for students by designating an Iowa Lakes employee to serve as a Transfer Specialist,” said Norris. “This role will assist students interested in transferring to Iowa’s Regent universities, promote transfer opportunities throughout the college and community, and strengthen partnerships that align with Iowa Lakes’ strategic goals.”
Executive Director of Foundations and Governmental Relations Dan Lutat reported a recent gift from an anonymous donor in support of the Iowa Lakes Music and Performing Arts Department. The donation will enhance student learning and performance opportunities while furthering the college’s commitment to the arts and cultural enrichment.
The next regular Iowa Lakes Board of Trustees meeting will be held on Tuesday, November 18, 2025, at the Administration Building, 19 South 7th Street, Estherville. The work session will begin at 4 p.m., followed by the formal meeting at 4:30 p.m.
