NOTICE IS HEREBY GIVEN: Sealed bids will be received by Delaine Hiney, Executive Director of Facilities Management for Iowa Lakes Community College, at the Emmetsburg Campus of Iowa Lakes Community College located at 3200 College Drive, Emmetsburg, IA 50536, before 2:00 P.M. local Iowa time, according to the designated clock in Room 559 at the ILCC Emmetsburg Campus, Tuesday, July 14, 2020 for the ILCC Cosmetology Renovation (“Project”). Bids will be publicly opened and read aloud after 2:00 P.M. in Room 559. It is college policy that masks are required to be worn by everyone. All in accordance with the plans and specifications on file and available at the architect’s office located at Denison Drywall, 2040 Hwy 18 W, Spencer, IA 51301 available starting June 16, 2020.

A Public Hearing pertaining to this project will be held 4:30 P.M. on July 21, 2020, located at 2421 7th Ave. South, Estherville, IA 51334. Consideration of the bids received and the award of contracts or other action may be made by the Iowa Lakes Community College Board upon the proposals received in accordance with the law and the plans and specifications at its meeting to be at 4:30 P.M. on July 21, 2020, located at 2421 7th Ave. South., Estherville, IA 51334

Project consists of remodeling an interior space, approx. 4,933 sq ft, into a cosmetology school. Work consists of the following: demolition of existing finishes and materials, installation of non-structural metal framing, gypsum board, acoustical ceilings, plumbing, HVAC, and electrical.

Work on the Project shall commence as soon as possible, after award of the Contract and in conjunction with and is currently scheduled for a single substantial completion date. The last substantial completion date shall be on or before November 10, 2020.

Bids must be a lump sum basis for multiple contracts as described in the following and bid to the Owner:
Division:

General Contracting: to include the following: demolition, non-structural metal framing, gypsum board, acoustical ceilings, concrete floor removal and patching for plumbing, HVAC and electrical, as required, and all other general contracting items as required.
HVAC: to include the following: demolition of existing HVAC equipment, installation of new ductwork, registers & grilles, balancing of system, RTU to be purchased by Owner, installation by contractor, and all other HVAC related items as required to make a complete system.
HVAC Controls: to be supplied by the Owner and coordinated with all other trades as required to make a complete system.
Plumbing: to include the following: demolition of existing plumbing fixtures and equipment, installation of new plumbing fixtures and equipment, and all other plumbing related items as required to make a complete system.
Electrical: to include the following: demolition of existing electrical items and fixtures, installation of new fixtures, electrical component connections for the RTU, data, and all other related electrical items as required to make a complete system. Lighting fixtures will be supplied by the Owner.
Security: to be supplied by the Owner and coordinated with all other trades as required to make a complete system.
Finishes: to include the following: supply and install new plastic laminate cabinets and countertops, mirrors, flooring, painting, and all other related finishes items required to make a complete project.
Equipment: to include the following: install the required equipment at the hair cutting stations, the washing stations, manicure and pedicure stations, esthetics stations, and any other equipment required for a complete project. Office furniture is by Owner.
Shop drawings and submittals are required to make final decisions with the owner on all finishes, fixtures, etc.

A pre-bid meeting will be held at the Iowa Lakes Community College, 3200 College Drive, Emmetsburg, IA on July 7, 2020 at 2 pm. Use Entrance #1 to enter the building. It is college policy that masks are required to be worn by everyone.

Bids must be submitted on the approved bid form available in the Bidding Documents. No oral, facsimile, electronic or telephonic bids or modifications will be considered, unless allowed by the Governor of Iowa due to COVID-19.

Bidders will be required to provide a security deposit, in the form of an approved Bid Bond, cashiers or certified check, or certified share draft in the amount of five (5%) of the amount of the bid, in a separate attached envelope as outlined in the Instructions to Bidders. Bid security shall be made payable to the Iowa Lakes Community College.

The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond both in an amount equal to 100% of the Contract Price and in accordance with other requirements outlined in the Bid Documents.

Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder’s security may be retained as liquidated damages. No bidder may withdraw its bid for a period of thirty (30) calendar days after the date and hour set for opening of bids.

The Iowa Lakes Community College Board may make the contract award to the lowest responsive, responsible bidder meeting specifications. The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of the Iowa Lakes Community College Board.

Minority and Targeted Small Business participation is encouraged. Bidders shall make good faith documented effort to encourage the participation of Certified Iowa Targeted Small Business in accordance with the Code of Iowa.

By virtue of statutory authority, a preference will be given to products and provisions grown and/or produced within the State of Iowa.

All bids will be governed by applicable provisions in the Iowa Code and Iowa Lakes Community College Board Policies.
